Explaining the Tea Leaf/Inverted Vortex Paradox

If you spin two liquids in water, one denser than the other, the heavier liquid will obviously sink to the bottom. But you would also expect that heavier substance to travel to the outside edges of the container. But it doesn’t. Instead, it creates an inverted whirlpool at the bottom of the container. Why?

This is phenomenon is often called the tea leaf paradox because you often see this happening if you’re stirring loose tea in a mug.
