Putin signs decree recognizing independence of separatist regions in eastern Ukraine

Russian President Vladimir Putin signed a decree to formally recognize the independence of two separatist regions in eastern Ukraine, which could add to rising tensions in the region. NBC's Matt Bodner reports from Moscow.
