Union workers blame VA Secretary Shulkin for staff shortages at veterans hospitals

President Trump promised to fix the broken system at the Department of Veterans Affairs and now critics are blasting his VA Secretary David Shulkin saying facilities still do not have enough federal workers to provide adequate healthcare.
