Henri downgraded to tropical storm as it barrels toward northeast

Henri has been downgraded to a tropical storm with maximum sustained winds at 70 mph, but experts are saying not to underestimate the impact of the storm, New York City and Long Island are seeing heavy rain and flooding before landfall.
